Research other types of publications that are not just poetry (creative writing in general, subject-based, regional, etc.). Anne Hills wrote a poem about a medical challenge she had faced, and she submitted it to JAMA and other medical publications. It was picked up by one of them. Many poets start by getting published in newspapers. Think outside of the poetry box in trying to get published.
